For stuck or loose handle, remove the cover of your toilet tank then clean the mounting nut so the handle will function properly and smoothly.

In case the fill valve is not filling the tank as normally as it should, or it is not filling at all, there might be some problems with the valve. If the valve is easy to disassemble and clean, you can definitely do it on your own.
