Preparing for the UGC NET in English Literature

The UGC conducts National Eligibility Test (NET) in various subjects of Humanities, including English, and Social Sciences, for the award of Junior Research Fellowship (as well as Lectureship) for pursuing Ph. D. level research. The test comprises three session papers. The first paper is of general nature, intended to assess the research (or teaching) aptitude, without excluding reasoning ability, comprehension, and general awareness of the candidates. The second paper consists of short-answer questions based on the subject opted by the candidates.

The third paper contains only descriptive questions. It has four sections. Section I requires candidates to write a critique of a given passage. The questions in section II are definitional or seek particular information in short answer form. Section III relates to analytical or evaluative questions on the candidate's major specialization / elective , as preferred. Section IV is based on essay types questions on general themes and contemporary , theoretical , or of disciplinary relevance to test the candidates ' ability to expound critically a subject with discrimination.

Seen in this light, the two books under review seek to help aspiring candidates prepare for answering objective- type questions in English literature. Manoj Kumar's book is composed to serve as a practice book for the UGC' s NET and postgraduate students in English, providing "subjective material as well as objective questions" necessary for good preparation (Preface).

The author has divided the 'textbook' into ten units, providing the basic information about British literature from the Age of Chaucer to the Contemporary period , American Literature, Indian English literature, Literatures in translation, Literary theory and Criticism, and Rhetoric and Prosody.

Each unit begins with a brief mention of the author's names and major works that make them notable, followed by objective-type questions (with four options). There is no subjective elaboration, nor is there a uniform pattern in the number of items (which vary between 101 to 138 from Unit I to IX) or their contents. It is at best haphazard.

In Unit I , for example, Geoffrey Chaucer's name (in bold type), does not show his years of birth and death, but the entry on William Langland shows this. The years of birth and death are not l shown for John Gower, John Barbour, Sir John Mandeville, John Wycliff, Sir Thomas Malory and James I on page 1. Similarly, the publication date for some books are given but for others, it is missing. A uniform pattern should have been followed for each author, from the beginning to the end.

One also expects to find a short write-up on the general traits or characteristics about each of the ages/ periods alongside the major contributors that form the bulk of the objective-type questions. There should have been a proper 'match' between what Manoj Kumar calls "subjective knowledge " of literature and objective questions for adequate practice from Unit I to VII.

However, he does write a readable introductory commentary in Unit VIII (on American Literature and Indian English writers) and Unit IX (an Literary Theory and Criticism). The last Unit (on Rhetoric and Prosody), which has only 52 objective items for practising 31 terms is not as well developed as the two preceding units.

The list of Booker (from 1969 to 2007) and Nobel (from 1901 to 2007) Prize winners at the end is informative but Manoj Kumar should have also provided the names of the prize-winning books in the last three pages.

The second book, A Key to Literary Forms and Terms, should make up for the short falls in Unit X of Manoj Kumar's textbook. In fact, Sudhir K. Arora claims to have included most of the important literary forms and terms "in capsule form" and provided plenty of multiple-choice practice exercises that should help aspiring candidates perform better in the competitive exams for fellowship and / or Lectureship in English literature.

In the first 29 pages, Arora has alphabetically arranged 117 literary forms and terms with useful references, but no examples. In the section on 'Figures of Speech', Arora has abandoned this arrangement and included terms of rhetoric and prosody in the order it is generally available in most books. The examples, however, are helpful.

In both the books the authors have provided a key to all the objective items to self-help candidates in their preparation. However, Manoj Kumar has also added some 250 'Unsolved' items to ensure that serious candidates really prepare well.

Given the present state of English Literature teaching in the country, books like A Textbook for Objective Questions in English Literature and A Key to Literary Forms and Terms are helpful to aspiring candidates in developing awareness though it is doubtful these help in developing any critical sense and research or reasoning ability.

Indian Higher Education - An Overview

Wide discussions are held on the state and concerns of Indian higher education. What really is the issue here? Let us take a look!...

Though the problems associated with this sector are multilayer-ed, I had divided it broadly in to administrative and academic problems, with few subtitles under these as I feel that all other problems like, social, psychological etc. associated with this sector comes in the backdrop of these broad problems. Let us first look in to these problems before going in to the reforms required.

CONCERNS

I) ADMINISTRATIVE-

i) Reservation- Reservation and Privatization are perhaps the most debated topic in our higher educational sector, and hence I have listed it first in the list. Increased concern over reservation has negatively affected our higher educational system as it has taken away lime light from many other major concerns. Reservation in any sector (&especially I educational system), causes loss to society, as the brightest do not reach better institutes; but we still continue with it thinking it would bring more good to the society than its losses. Though the need for a reservation still exists it is time to think of its re-allotment for more effectiveness. Sam Pitroda, the chairman of National Knowledge Commission, "Reservation has probably set us back several years in our ability to carry out the reforms we need to."

The popular support that reservation gets had prompted many of our politicians to o on further with reservation (with a need for Supreme Court to intervene in the matter and cap reservation limit to maximum of 50 Percent). The social tensions faced by the authorities against this policy is mainly managed by increasing the total number of seats and also because many among the upper class pursue foreign education.

The proper implementation and gradual reduction of reservation in a democratic country like ours need strong political will, free of prejudices.

ii) Political intervention in universities- This takes place both in policy formation and implementation. Bureaucratic sluggishness, misconceptions and prejudices retard the growth of our higher education sector. The denial of visa for prominent global educationalists to come to India, the slow moving files in government offices on matters concerning collaboration of industry and institutes, the delays in allocation of new courses etc. are the finest examples of this aspect.

Among the policy matters too, the absence of Political visionaries had been a problem while there were 5 IITs established during Nehru's period, only 1 IIT was established prior to the recent establishment of5 new IITs. Unhealthy political among the teaching and the student community and the inefficient funding has also retarded the growth of this field. A prominent educationalist tells, "Our deans and administrators now hang on the spoken word of our politicians, and student unions and teachers beat to their drum. It's so entrenched that asserting independence in appointments and day to day decision turns you in to a radical, a rebel in the system."

As political elite and the government receive benefits of these negative aspects, they prefer a status-quo. Thus, in our higher educational system, we have this uncomfortable condition, as Nandan Nilekani puts it "the state interferes, rather than guiding; (play) politics rather than policy".

iii) Regulation- In the regulatory aspect of higher education, we have a dual problem. On the one hand, we have a confusing array of different regulatory bodies like UGC and AICTE and on the other hand, neither the government, nor UGC or AICTE has an effective control over our Universities. The rating system of the UGC and AICTE is also one with many loop holes.

Due to absence of good legislation, UGC and AICTE had reduced to regulatory bodies that stand helplessly by, as India's university system crumbled, and thus half of India's expanding colleges, as a Vice-chancellor remarked, "are intellectual and social slums".

iv) Funding- India spends only 1.9 percent of its GDP on higher education, the lowest among any nations with GDP higher than $500 billion. Its spending on research activities at universities is also very low compared to both the developed and the emerging nations. Even the funds that are presently allotted are not efficient enough. But, it should be noted that higher funding or investment in higher education can lead to better results only with reforms in the total system.

II) ACADEMIC-

i) Quality of the Higher education- India is the 3rd largest in the number of higher educational institutes after China and USA and is one of the largest degree producers in the world.

But, quality of these is quite unsatisfactory. No worthwhile invention has been made here. Rote learning can identified as one of the factor behind this. India's engineering and medical colleges, management schools and universities are facing a serious shortage of quality academic faculty by about 20 percent. Global competitiveness of Indian students is comparatively small and is still smaller if the top 10 institutes of India are taken out. India does not have more than 5 universities in the top 500 bracket of the academic ranking of world universities.

ii) Number of Institutions for higher education- Though India is one of the largest in terms of number of institutes for higher education; it is still short of them. This shortage is expected to be more by 2015, thanks to the efforts to improve the enrollment ratio. By 2015, we need at least 1500 universities, against 350 we have today.

iii) Research- The research standards of our country has been poor, both in terms of quality and quantity. If we consider a particular area, say Computer Science, where we are assumed to be strong, we can see that annual PhDs in this field in our country is 25, while it exceeds 800 in USA and 2500 in China. IIT is granted 3-6 patents in a year, where as it is 64 for Stanford and 102 for MIT! We haven't seen any technological adaptation after 1970s and 1980s and not a single major invention emerged from India over past 50 years!!!

iv) Employability- "75 percent of the Indian graduates are unemployable for the work they are trained for", was said by Shri. Narayana Murthy of Infosys. Many people prefer sub-standard engineering degree than good vocational skills, where as 90 percent of the employment opportunities require vocational skills. McKinsley estimates that only 10 percent of Indian students in arts and humanities and only 25 percent of Indian engineering graduates are globally competitive. 12 percent of the 41 million unemployed are either a graduate or a postgraduate!

REFORMS

It is an agreed fact that reforms are required in the area of higher education. Many suggestions on this matter address many of the problems mentioned earlier. Some of them are a panacea for more than one of those problems.

A 'super regulator' which forms a single independent regulatory body would eliminate the confusion prevailing over multiple arrays of regulatory bodies. This would also bring more transparency, setting up of uniform controls and better quality in higher education. We need independent regulatory body free from government or political intervention.

Private participation, if properly propelled can bring out both qualitative and quantitative improvement in our higher educational sector. It is neither possible nor sensible for the government to invest the huge amount that is required for, in our higher educational sector. Private participation, from both inside and outside the country should be encouraged to make more institutes in our country. This will take away the deficit between the demand for higher education and the availability of institutes. This will avoid the instances like that which happened in Delhi University this year, when a 100percent cut-off was announced in a college under the university. Institutes like TISS, BITS, Lady Sriram College, Sriram College of Commerce, Xavier Labour Relations Institute (XLRI), CMC Vellore, St. Stephen's College, etc. has taken away our doubts on the quality of private institutes.

The interactions between industries and institutions should be encouraged, taking necessary precautions, as this can increase the employability of the students.

Reforms have taken in our country when visionaries came in to action, like it happened during Nehru's times. When visionaries like M.S. Swaminathan, Vikram Sarabhai, Sam Pitroda, Verghese Kurien etc. acted, reforms required happened with direction. In the higher educational sector of our country, we have "a Niagra of reports and a Sahara of actions". Reforms required in higher educational sector requires controversial steps, as we are in a democracy. In fact, the market economy has been pushing us to the necessary reforms, to an extent. The question is, whether India can bring about these reforms fast enough to avail the opportunities that the country has today- domestically and globally???

The shanty towns of the poor, on the other hand, will set you back on your heals.

India is the one place you can visit and come away completely enthralled and disgusted at the same time. If your idea of traveling is sitting in a posh hotel, India has such resorts but you'll be unable to avoid the less attractive areas. If you prefer to get out and take in a culture that is completely alien to your own, you will never find a better place than India.

India is really a number of countries within a political boundary. The south of India is entirely different than the north. The same goes for the east and west. If you don't like the place you're in, just get on a train for a day or two and you'll be in a completely different world.

The United States invented the internet and has driven the majority of its development and innovation over the past 20 years, but India and China are likely candidates to drive the next generation of innovation given their rising internet user base.

World's Most Popular Web Sites
The world's most popular internet sites have a decidedly American slant to them - sites like Google, Yahoo, YouTube, Facebook and Wikipedia all began in the States. These sites appeal to an American audience, with English text, and nuances that thrive on American culture. But as countries like China and India increase their online population the world's most popular sites will quickly become ones based in the Eastern hemisphere, appealing to Eastern audiences, that may or may not appeal to Western audiences.

As of 2008, China has the world's largest online population with 298 million internet users. India has the fourth largest online population with 52 million internet users and is predicted to have the third highest population by 2013 according to Forrester Research. When you combine both countries' online populations they currently have 60% more internet users than the United States.

Can Google Compete with Baidu?
Baidu.com, a China-based site, is the 9th most popular web site in the world and is China's most popular search engine. It competes with Google and Yahoo but more importantly it provides the best search results for Asian specific sites. Baidu is considered an internet portal similar to Yahoo and provides many different applications and solutions (57 different tools in all), but Baidu actually began as a music file search engine providing links to MP3 files of mainly Chinese music. As its popularity expanded, companies such as Google have copied its functionality (specifically the MP3 search feature) in order to compete in the China marketplace. Google has struggled though in China largely because it misses cultural nuances specific to the Chinese population that companies like Baidu are better positioned to understand. In 2009, Baidu has garnered more site visitors than Yahoo - impressive considering Baidu only caters to Chinese audiences versus Yahoo's worldwide audience.

The worldwide popularity of Chinese-based websites is due in large part to their enormous population. Capture the attention of China's internet users and you are almost guaranteed a spot in the top twenty of the world's most popular web sites. In fact, three of the world's top twenty sites are based in China (Baidu.com, QQ.com, Sina.com) according to Alexa.org, appealing specifically to Chinese internet users. By 2010, China will have an online population larger than the actual population of the United States.

India's Internet User Base
India, with a population of 1.1 billion, shares similarities with China with a large population base and fast growing online population. Though only one of the top twenty sites worldwide is Indian based (sort of... Google India) sites appealing specifically to India's population are certain to emerge.

American Innovation versus Chinese Innovation
Given the tremendous population base and online users in China and India "the next big thing" quite possibly may come from the Eastern hemisphere. American-based companies should carefully monitor fast growing web sites in China and India to assess their functionality and audience. The most popular sites in these countries have so far focused on search and Web 2.0 functionality (social-networking sites, video-sharing sites, wikis, blogs, mashups, etc), but evidence already exists that innovators from the East will develop solutions beyond what the world currently knows from the most popular sites. Perhaps Web 2.0 sites such as Facebook or Twitter can be further tweaked to appeal to cultural or technological differences in these countries. Or perhaps innovation from the East will be in the form of features and functionality not yet envisioned by the West. Only time will tell, but one thing for certain is that American internet innovators will be wise to keep an eye on our friends to the East for inspiration.

Why China and India Will Soon Dominate the World - Will Our Political Class Do Anything About it?

If you look at some statistics from the U.S. Census organization, the CIA Fact Book, and several other credible sources and put them together in a "what-if" analysis regarding the future economic power of Russia, China, India, and the United States, you can develop the following statistical measures:

- The current population of the United States is about 310 million people, the 2050 estimated population is expected to grow about 42% to 439 million, the current GDP of the United States is about $14.43 trillion dollars which yields a current GDP to current population ratio of about $46,561 per person ($14.43 trillion divided by 310 million people).

- The current population of Russia is about 143 million people, the 2050 estimated population is expected to shrink 23% to 109 million people, the current GDP of Russia is about $1.24 trillion, yielding a GDP to population ratio of about $8681.

- The current population of China is about 1.34 billion people, the 2050 estimated population is expected to grow about 9% to 1.46 billion people, the current GDP of China is about $4.8 billion, yielding a GDP to population ratio of about $3,595.

- The current population of India is about 1.2 billion people, the 2050 estimated population is expected to grow about 53% to 1.81 billion people, the current GDP of India is about $1.1 trillion, yielding a GDP to population ratio of about $925.

Not unexpected, the United States is the richest country in the world as measured by gross GDP and GDP per citizen. However, the growth of the United States economy is pretty steady and conservative vs. countries like China and India. Let's play some games with these base numbers:

- Let's assume, and there is no reason to believe otherwise, that China continues to grow very quickly over the next forty years. If the Chinese are able to get their GDP to population ratio up to half of what the current U.S. ratio is, then the total size of the Chinese economy as measured by GDP (in today's dollars) would be over $34 trillion, almost two and half times the size of the U.S. economy.

- Let's do the same thing with India but assume that the ratio is so low that they can only get their ratio up to one quarter of what the current U.S. ratio is, then the total size of the Indian economy as measured by GDP (in today's dollars) would be over $21 trillion, 50% larger than the size of the U.S. economy.

- We will not do the same analysis for Russia since given how fast its population base is shrinking, its economic impact in the world economy will be less and less over time.

Thus, the upside for both the Chinese and Indian markets are very high based on the sheer number of citizens in each country and their governments' desire to aggressively grow their economies. Before we know it, both economies could be approaching and/or surpassing the size and power of the United States economy.

If you do not believe these calculations, consider a recent article from the Financial Times that was summarized in the July 30, 2010 issue of The Week magazine. According to the Financial Times, China is now the biggest consumer of energy, passing the United States last year as reported by the International Energy Agency. As late as the year 2000, the United States used twice the energy that China used. Now, China is using at least 4% more than us.

Another source. In a recent feature section in Fortune magazine, Goldman Sach's was quoted as estimating that by the year 2050, the size of the Chinese economy will be about $70 billion while the size of the U.S. economy will be only about $40 billion and just barely ahead of the Indian economy. By 2050, Brazil, Russia, India, and China will exceed the greenhouse emissions of the rest of the developed world.

All of these numbers point to the same conclusion: namely that China and India will become much, much stronger in the coming years and much more competitive, both for raw materials, finished products, and markets to sell their products. The United States needs to take some long term strategic actions in light of the coming tsunami of stronger economic rivals:

- We cannot hope to compete in the future economic landscape if we do not find a way to better educate our children for this new reality. The United States consistently ranks in the bottom half of worldwide student testing and education. This will not make for a strong economy if our workforce is outsmarted by other countries that also have the advantage of numbers on their side.

- We cannot hamstring our own economy with Obama's cap and trade policy while the rest of the world, including the bigger and bigger energy users of China and India do not agree to stringent and trackable carbon emissions programs. If the United States goes it alone in this area, our economy will suffer at the hands of these economies that do not, resulting in lost jobs, lost industries, and lost economic strength since any carbon savings we incur will be overwhelmed by these new economic powers.

- We cannot continue to police the world, draining our economy through our military budget. Better to focus on getting our own economic house in order rather than deploying troops around the world to protect against enemies that do not exist anymore, enemies that cannot do any direct harm to us, or enemies that are better handled by other countries or the United Nations. We need to bring home our 54,000 or so troops from Germany since the Iron Curtain no longer exists, we need to bring home the 90,000 or so troops from Iraq as Obama the campaigner promised to do, we need to bring home our 50,000 or so troops from Japan since Japan is not going to hit Pearl harbor again and 50,000 troops are useless in the face of 2,000,000 Chinese troops in the neighborhood, and we need to bring home our 28,000 or so troops from South Korea and let them handle their own security, their economy is strong enough to handle it. Our focus on defense needs to be much more narrow and much more focused on those that could actually harm us and we need to bank the savings and strengthen those areas that will enable is to better compete economically.

- We need to finally develop and deploy a sane national energy program that makes us as self sufficient as possible, given that the hungrier economies of India and China will start to compete with us for raw energy sources. The less we spend on energy, as with defense, the better and stronger our economy will be against the onslaught of the growing economic powers in the world.

- We need to start getting our national debt and government spending problem under control now. The more capital and investment dollars that can be funneled into American businesses, the better off we can compete with China and India and the rest of the world. If all of our available capital is going to the government, where it is used on wasteful, inefficient government programs or used to pay the interest our national debt, the less flexible and competitive American businesses will be and less economic health our citizens will enjoy.

Bottom line, what is needed is a long term strategic plan for dealing with the new world order in the areas of national defense and economic strength. Do we think that the American political class is ready for such a comprehensive analytical and strategic task? Consider what our politicians have been working on over the past year or so:

- A Congresswoman and her staff worked on legislation that would regulate the sound volume of television commercials.

- A Congressman and his staff worked on legislation that would ban the airing of ED commercials on television.

- A Congressman and his staff worked on legislation that would provide a tax break for pet owners who might have to give up their pets in these hard economic times.

- The entire U.S. Congress and the entire Federal financial regulatory network was completely blind sided by the biggest economic malaise since the Great Depression, not realizing what was coming until it hit them in the face.

- Politicians in both houses of Congress worked on a bill to regulate how Division One college football teams decide a national championship.

- The current New Mexico governor is working on whether or not to pardon Billy The Kid, who died over a hundred years ago.

- A Georgia Congressman, at a Congressional hearing, worried in public on whether the island of Guam could tip over in the ocean.

- At least two sitting Congress people are likely to shortly face ethics charges and potential trials in the House Of Representatives for numerous financial and ethics offenses.

- Nancy Pelosi, Speaker of the House, has publicly stated the insane concept that unemployment is the best way to create jobs.

As you can see, we have not elected the most forward thinking, strategic brains in the country. They are so entwined in the daily political infighting and just absolutely trivial matters that time is slipping away while other countries are quickly growing their economies to compete with us, our companies and our citizens.

If long term, strategic thinkers were running this country, they would not be working on the above trivial matters but instead would be focused on the following:

Step 1 - start reducing the size of the Federal government by 10% a year for five years to get our national debt and spending under control and to leave more capital in the private market for investment against other economies.

Step 2 - find a way to finally make us more energy self sufficient and to bring other nations into a world wide, trackable process that reduces carbon emissions equally, not allowing any economy to gain an economic edge at the expense of others and the environment.

Step 3 - develop a ground up approach to overhaul, improve, and revolutionize American public education processes to prepare our kids for competition in the new economic world order.

Step 4 - bring home most, if not all, of our foreign deployed forces to begin the downsizing of our military budget in order to get our national debt under control and to provide capital to grow our private sector of the U.S. economy.

Step 5 - end the Cuban embargo immediately. After fifty years, most sane people would conclude it has not worked and ending the embargo would open up a new market for American businesses just ninety miles from our shores.

Step 6 - the most important step, institute term limit for all politicians. Given that none of these needed strategic steps have happened to make us better able to compete in the new economic reality and that most of the sitting politicians have been sitting in the same seats for decades while nothing happened, we cannot assume that all of a sudden they will do the right thing. We need to continually refresh those serving in Congress and the government with new people that are more fully aware of what is going on in the world and are not tied to old ways of thinking and spending.

We can succeed, we just need some visionary thinker and leaders to make it happen. India has its own problems, a large part of its population is still dirt poor, possibly providing social unrest problems unless they somehow can bring more people into their economic growth. The Chinese population will age quickly, as a result of their one child per family policy, putting strain on their economy in the coming years. All is not lost. In fact, if executed right, a long term strategic plan, as proposed above, could make the United States even stronger since new markets would open up in these growth economies. I guess the political class will get to this strategic plan as soon as the fix that pesky college football playoff system.

What happens to the average person from a developed country, who is uninsured and in need of a heart bypass? If not aware of the option of medical tourism, the uninsured worker will face the choice of going without the surgery, or of withdrawing his life savings, or taking out a loan in order to pay for the surgery. The same worker can obtain the surgery in another country for $10,000 vs. $70,000 in the US. He can get a knee replacement for $6,000 vs. $50,000! Although still a large amount of money, it is much more attainable abroad than in the home country. The cost of services in India is approximately 1/3 less than other Asian countries that are competing as the destination of choice for medical tourists.

The Medical Tourism Council is also doing heavy marketing campaigns to Western insurance companies. More and more, it is the insurance agent who suggests (and in some instances, mandates) having the surgery done in another country. An increasing number of insurance companies are not only agreeing to overseas medical services, but are advocating or insisting that the patient obtain the less expensive services as a medical tourist. They are recognizing that outsourcing medical services to India will save tens of thousands of dollars in payouts, even if they need to pay airfare in addition to the medical bills.

The Indian Finance Minister recognizes that the opportunity exists to rebuild the infrastructure of the country, by generating medical tourism revenue. While the MTC is busy marketing, the government of India is working to ensure that state of the art facilities are built and that accreditations are secured. India is experiencing a medical tourism growth rate of 15-20% annually, and it is anticipated that 2.3 billion in revenue will be generated by 2012. The monies can then be used to provide a better lifestyle, including medical services, to the citizens of India who are living in poverty. It is anticipated that the flourish in the medical tourism industry will provide 40 million jobs to Indians.

India has long since been recognized for its top education systems. The universities are producing between 20,000 and 30,000 new doctors and nurses a year, designed to staff the state of the art hospitals across the country. Upon graduation, many travel to developed countries for further training. In the past, many of the graduates who have left their homeland to work in the developed countries have not returned to India. They have continued practicing in the developed nations, choosing to reap the benefits of the high salaries that countries such as the U.S. offer. The trend is reversing and now many of the doctors who have practiced as some of the top surgeons and specialists in developed countries are now returning to set up specialty clinics and hospitals. India now offers over 200 specialty services and is recognized worldwide to be on par with the best in the world.

The medical tourist destined for India need only decide which part of India they would like to visit and recover in. For those wanting the hustle and bustle of city life, a destination would be Delhi. Agra offers the medical tourist one of the seven wonders of the world, the Taj Mahal. Rajasthan borders the Thar Desert and has a history of romance and heroism. Goa is the home of miles of golden sand beaches and palm trees, and Kerela is the location of the networking of forty four rivers.
